What does a buyer check before selecting a measuring instrument?

They check the range and accuracy with the conditions the accuracy is stated at, then calibration traceability and the output signal. An accuracy figure without its reference conditions cannot be used in an uncertainty budget, so it is treated as marketing.

How should accuracy be published?

As a specification with its reference conditions and, where relevant, as a function of the reading rather than a single percentage. Buyers building an uncertainty budget need the structure of the specification, and a bare percentage cannot be used in one.

Is offering calibration service worth promoting?

Yes. Calibration is a recurring obligation and an ongoing relationship. A manufacturer who offers traceable recalibration with a stated turnaround keeps contact with the customer for the instrument's whole life, which is worth more than the margin on the original sale.

What separates instruments that look identical on a datasheet?

The conditions behind the numbers, and drift over time. Two instruments claiming the same accuracy can differ substantially once temperature range and long-term stability are considered. Publishing drift data is unusual enough to be a genuine advantage.
